Note that this is a global value for all your units, no matter where they are. The higher your morale, the faster your units attack.
Some races, such as the Knights, increase their morale as you build more of a specific type of unit. Morale is basically a factor of your hero’s charisma, skills (many skills give you a morale bonus for a specific race), and research (some races give you +x morale research options). The morale thing is completely different from Battlecry II. And rate of fire/rate of attack? Is it consistent or do high dex/high combat troops attack more often? The posted links (especially Aeek’s) are helpful, and have some useful information, but I’m still unclear how morale affects things. The greater your combat value over your opponent, the more likely you are to land a better blow. slashing ‘cleaves’ all nearby units, cold slows units, piercing ignores armor, etc.). But in brief, the relative combat values determine whether you miss, hit, hit for double damage, or hit for a critical blow that has an added effect based on the type of damage (e.g. Anax, right now, your best bet is to sift through Enlight’s forums.
